Local Development Plan

Antrim and Newtownabbey Local Development Plan 2030

We are working on a new Local Development Plan for the Borough that will look forward to 2030. It will be prepared in two parts starting with the Plan Strategy which once adopted will be followed by the Local Policies Plan.

The purpose of the new LDP will be to inform the public, statutory authorities, developers and other interested parties of how the Borough should develop in the years ahead. The Plan will balance competing demands and aim to ensure that good development occurs in the right place, at the right time. It will contain policies and proposals that will be used in determining planning applications. A good plan will lead to decisions that are consistent and people will know what to expect in terms of change, and the locations where development will be encouraged.

The Plan will be prepared in the context of the Council’s overall Corporate Plan and wider government policy including the Regional Development Strategy 2035 and the Strategic Planning Policy Statement. It will also take account of the Council's emerging Community Plan.

The local development plan preparation process is specified in the Planning (Northern Ireland) Act 2011 and the Planning (Local Development Plan) Regulations (Northern Ireland) 2015.

Preferred Options Paper - Interim Consultation Report

The Council’s Forward Planning team have now published their Preferred Options Paper (POP) Interim Consultation Report.

The Council’s POP was published on 18 January 2017 and a public consultation period lasted for 12 weeks ending on 12 April 2017.

The purpose of the POP document was to:

  • Promote debate on issues of strategic importance that will influence the shape of future development in our Borough up to 2030
  • Set out a number of planning issues that we wanted to engage with the public on
  • Provide possible options for the strategic direction that our new Local Development Plan might take.

The Sustainability Appraisal (incorporating Strategic Environmental Assessment Interim Report (SA) and Equality Impact Assessment (EQIA) also went out for consultation during the same time as the POP document.

The POP was the first formal stage in the preparation of the Council’s Local Development Plan and was a significant milestone for the Council in exercising its new planning responsibilities. The POP was also an opportunity for the public and other key stakeholders to shape the Council’s local development plan.

We would like to thank all of those who took time to consider our POP document and provide representation.

The Interim Consultation Report

An Interim Consultation Report has been prepared to provide Elected Members, the community and stakeholders (including all those who provided representations) with a summary of the key issues raised in response to the Council’s published POP document.

This Interim Consultation Report is a summary of the key issues raised, and as such, does not capture every single item raised in representations received in relation to the POP document. Full responses and associated consideration will be published in the final report.

The POP representations will help us prepare for the next stage, the draft Plan Strategy, which we anticipate will go out for consultation in early 2018. The POP Interim Consultation Report has been published on our website.

Local Development Plan Timetable

The Council is required to publish a Local Development Plan Timetable. Statement of Community Involvement

The Council has published a Statement of Community Involvement (SCI) including how we will engage with you during the local development plan process. Details of the SCI can be viewed here.

Current Development Plans and Planning Policy.

Until a new Plan is adopted, planning decisions must be taken in accordance with the provisions of the development plans and planning policy publications that were prepared by the Department of the Environment (DOE), unless material considerations indicate otherwise.

In this context, the current development plans for the Borough are the Antrim Area Plan 1984-2001 (including Alterations 1, 2 and 3) and the Belfast Metropolitan Area Plan 2015.

Additionally, the operational planning policies contained in the relevant DOE planning policy publications will continue in force until our new Plan Strategy is adopted. You can view our current development plans and current operational planning policy by visiting the page below.

Current Development Plans

Independent Examination (IE) and new test of Soundness

Both the Plan Strategy and Local Policies Plan will be subject to an Independent Examination. Plans in Northern Ireland will now be tested under the new requirement of “soundness”. Further information on this new test is available here.

The new plan system has also introduced new requirements for submission of representations. Further information is available here and the Planning Section will provide further guidance at the time of draft Plan Publication.
