Treasury Management Policy

Under Regulation 6 of the Local Government (Capital Finance and Accounting) Regulations (Northern Ireland) 2011, councils have a statutory requirement to charge to their general fund an amount of Minimum Revenue Provision (MRP) which it considers to be ‘prudent’ in respect of the financing of capital expenditure.

The Local Government Finance Act (Northern Ireland) 2011 and the Local Government (Capital Finance and Accounting) Regulations (Northern Ireland) 2011 requires the council, in carrying out its capital finance functions, to have regard to the CIPFA Treasury Management in Public Services Code of Practice and Cross-Sectoral Guidance Notes and the Prudential Code.

The council is therefore required to set out its Treasury Management Policy and Strategy and to prepare an Annual Investment Strategy which sets out the council’s policies for managing its investments and for giving priority to the security and liquidity of those investments.

Rehabilitative Return to Work Policy

The Council is committed to promoting the health and wellbeing of its employees and sickness absence treated in a consistent and equitable manner in accordance with the Managing Attendance Policy.

Disciplinary Policy

The policy applies to all employees of the Council with the exception of the Chief Executive and those on probation for whom separate procedures apply. The policy will be invoked when disciplinary action is contemplated against an employee or employees in relation to misconduct. Matters of poor performance will be addressed within the Capability Policy.

Capability Policy

This policy deals with those cases where an employee is lacking in some area of knowledge, skill or aptitude and is consequently unable to carry out the required duties of his/her job to an acceptable standard. It is used where there is a lack of ability rather than a deliberate failure to perform to the standards of work of which the employee is capable. Deliberate failure is dealt with under the Disciplinary Policy.

Grievance Policy

The following procedure has been devised to deal with issues which constitute, or are liable to constitute, a source of grievance to an employee or a group of employees. The objective of this procedure is to enable employees to resolve problems as near as possible to where they originated.
