Food Premises Registration
Under Article 6(2) of Regulation 852/2004, food business operators must register their establishments (i.e. each separate unit of the food businesses) with Antrim and Newtownabbey Borough Council except establishments which are subject to approval under Regulation 853/2004.
Time Frame for Registration
Food Business operators should register their food business establishments with Antrim and Newtownabbey Borough Council at least 28 days before food operations commence.
You must also register any changes you make to your business at any later stage, such as:
- change of owner
- change of trading name
- change in the type of business
- change of address at which any moveable premises are kept
Food Business Establishments under the control of the same Food Business Operator
Sites will exist on which there are two or more food business establishments under the control of the same food business operator e.g. in the case of a shopping centre in which there are two or more food business establishments under the control of the same food business operator, such operators must ensure that each establishment under their control is registered separately. Food business operators should therefore complete a registration form for each separate establishment.
Establishments under the control of different Food Business Operators
Sites will also exist on which there are two or more food business establishments under the control of different food business operators e.g. a supermarket may have a coffee shop on site under the control of a different food business operator such as a coffee shop chain. In such cases, the coffee shop will not be covered by the supermarket's registration and must be registered in its own right by its operator. Coffee shops, snack bars etc. operated by the supermarket itself would be covered as part of the supermarket's registration.
Help and Advice for Food Businesses
Before opening your food business, you should consider:
- whether you need planning permission from the Planning Service or approval from our Building Control Inspectors. Changes to the use of your premises, for example, from a retail to a hot food establishment, may also need permission.
- discussing your propsals with the Environmental Health Officer, who will be happy to review your plans and sketches to help you comply with food safety legislation.
- how you will manage food safety in you business. We can provide you with a food safety management system which will help you comply with food safety regulations.
- that staff are appropriately trained and managed and supervised to an acceptable level.

Will Tacit Consent Apply?
Yes, Tacit Consent will apply. This means that you will be able to act as though your application is granted if you have not heard from your local authority within a reasonable period of time.

Failed Application Redress
Please contact Antrim and Newtownabbey Borough Council in the first instance.
Applicants will be notified within 10 working days of any Council decision in respect of the application.
We would advise that in the event of a complaint, the first contact is made with the trader by you - preferably in the form of a Letter (with proof of delivery).
