If you own or control a cooling tower or evaporative condenser, which is located within the Borough of Antrim and Newtownabbey, you must register with us.

If you own or control a cooling tower or evaporative condenser, which is located within the Borough of Antrim and Newtownabbey, you must register with us as part of the Notification of Cooling Towers and Evaporative Condensers Regulations (Northern Ireland) 1994.
 
Why do I have to register?
We need to register cooling towers and evaporative condensers because they can be a source of Legionnaires' Disease, a form of pneumonia caused by the Legionella bacterium.

A member of Antrim and Newtownabbey Borough Councils' Health and Safety team may inspect your device to make sure you are managing the risk of legionella. This means that your business or premises should also have a legionella control scheme and proper risk management procedures in place (to include up to date Risk Assessments). You may consider hiring a water maintenance contractor to help you develop these procedures.

New Installations
If you are thinking about installing a cooling tower or evaporative condenser on your premises, then contact the Health and Safety Team at Mossley Mill on 028 9034 0000.

When deciding whether to install a cooling tower or evaporative condenser on your premises, you should consider the maintenance costs, including water maintenance programme, a cleansing and sampling regime and the risks associated with Legionnaires' Disease.

If you decide to go ahead and install a device, you must register with us as soon as possible, if you do not, we could take enforcement action against you.

Will Tacit Consent Apply?
Yes, Tacit Consent does apply. This means that you will be able to act as though your application is granted if you have not heard from Antrim and Newtownabbey Borough Council's Health and Safety section.

Failed Application Redress
Please contact Antrim and Newtownabbey Borough Council in the first instance.
Applicants will be notified within 10 working days of any Council decision in respect of the application.
